Policies for starts, rain, lightning & discipline

Hi everyone,

With the use of the fields we have (lots, thanks to Brad M), there’s a rain-out policy – rain_out_policy_sports_fields

Also, as there has been an unfortunate tendency for games to start later and later (and so have to be stopped because of darkness), here’s the league start-on-time policy. game_starts
